三门峡库区移民的苦难史
当年三门峡工程的搬迁移民分别安置在陕西省渭南、西安的11县市区。这些移民的安置问题和生活保障得到党中央和国务院的高度重视，水利部和陕西省做了大量工作。但是由于种种原因，仍有7万多人居住在水库淹没区，缺乏安全保障；另外这些搬迁移民耕地质量差、人均面积少，人均收入少于1000元，尤其是5万多人还在贫困线上徘徊。
建议尽快落实《渭河流域重点治理规划》确定的项目和资金，全面启动渭河治理工程；下决心采取有效措施解决回迁移民的土地问题；加大回迁移民区防洪工程的投资力度，提高洪水灾害设防标准，保证移民生产和生活安全；参考长江三峡工程移民政策，设立专项资金，妥善安置回迁移民；国家从新农村建设方面加大对陕西渭河库区的支持力度。
